REPORTS & SUGGESTIONS FOR THE TENANCY LAW REVIEW


Housing is a basic need just as food and clothing. The economic situation has really affected the purchasing power of the poor masses. Businesses are closing down. Some people can hardly feed. I see more people with mental health issues on the streets just as moderately dressed men & women approach me in the markets to buy raw food stuffs for them sometimes rejecting money. 


The condition for owning a land or property for commercial purposes should also include supporting the government with providing housing for its citizens. The C of O expires after 99 years for some reason which can include the above so that house owners can feel obligated to be fair. The landlord should be seen as essential service providers by the government. 


They can appreciate them with incentives such as offering them lands to develop and generate good returns for their investment over a stipulated period of time. Send house maintenance gifts to landlords who pay land use charges when due. Provide a channel to report troublesome tenants with evidences. 


There are so many aspects of the tenancy law that needs to be reviewed to reflect the present realities especially the economic hardships, so that all the stakeholders can be taken care of by the law. Doing so will limit tenancy court cases in our courts . It will also drop the pressure that is already affecting the mental health of the poor masses. Reduce crime rates and empower tenants to become essential service providers as landlords too. 


THE LANDLORD 

Real estate is a long term investment but some landlords want to make the capital they invested within the shortest time, charging rents that the new tenants can't renew thereby flooding the courts with eviction cases and resort to crime to forcefully evict tenants or tenants attack in self defence. 


Some house owners take undue  advantage of certain absence or loopholes in the law to increase rent without consideration. The state house of assembly should please look at these issues and see how it can be addressed. 


A- REGULATE RENT

1. Rent should be set by the law based on the location, basic amenities such as access roads, electricity, security, proximity to commercial centres. Facilities such as pipe borne water into the apartments, parking space, number of bathrooms & toilets kitchen also the number of apartments within a plot of land.  


2. Some landlords in the suburbs want tenants to pay the same rent as those in the nearby  cities. Rents should be set to reflect the current minimum wage. A standard single room of 12 X 12 with shared amenities now goes for ₦10,000 to ₦15,000 per month in the suburbs and minimum wage is ₦70,000. 


3- The government should lead by example by setting the rents of government owned properties to reflect the current realities even if it means temporarily dropping the rates at least until the economic reforms are fully implemented and dividends felt by the people.


B- APPARTMENT TYPE 

1. The law should define what an apartment type is. Some landlords rent out small rooms for the price of standard rooms. Single room or a room & parlour for the price of a room self contain or miniflat because there are two tenants sharing facilities such as toilet, bathroom and kitchen. They call it two-to-share, some even offer three-to-share but charge the same rates as flats. Such apartment should no longer be classed as a self contain or miniflat and must pay the rent applicable to it. 


C- COMMISSION TO LANDLORDS 

1. A law should be passed to prevent landlords from taking the commission that is meant for the agents and the agreement fees that is meant for lawyers. Some of these landlords who collect these free fees eject tenants randomly, some after a year or two just so that a new tenant can pay the free money. 


2. The advance payment for  damages which they call "Refundable Damages Fees" should be scrapped because most houses are never in good condition leaving the tenants to renovate to their taste and the fees are never returned. However, The law should  hold tenants accountable for damages and tag such damages as malicious and criminal warranting an immediate repair or an arrest. 


D- RENT INCREASE 

1. Rent is not determined by market forces but mostly as the landlord or caretaker feels. On a street an appartment of the same size can go for several different rates depending on how the landlord feels. Section 37(1) of the Lagos State Tenancy Law is exploited because it gives the landlord power to increase rent any how they like and this should be reviewed, since salaries don't increase yearly in this country. There should be a legal cap like in California where rent increase is fixed to a percentage by their tenancy law. 


Some landlords and caretakers use rent increase to harass tenants since there is no law prohibiting that. They maliciously increase  the rent within short notices just so they can use a delay in response or compliance of the tenant as a reason to issue quit notice. Imagine asking a tenant to agree to cough out 200% rent increase within 7 days. 

A legal cap should be placed for the increase of rent for existing tenants after a stipulated period of time, not less than 5 years and not more than 50%. The law should also allow room for negotiation between the landlord and tenant with a one year notice issued before the commencement of the new rent. This should reflect in the tenancy agreement. 


With this passed into law tenants will expect these increase and prepare for it. This will reduce the need to contest rent increase and decongest our courts. 


E- SHARED APARTMENT 

1. A house shared by the landlord and tenant should receive special attention and consideration in our courts because a lot of emotional stress goes with living with a landlord and his family. If the landlord is fair his family may not be. A lot of ego, power struggle, bully, harassment even murder. An assassin was sent to a friend by her landlord fortunately she didn't step out of the building for it to happen. She added value to apartment which got the landlord greedy and wanted her out immediately. 


F- TO LET SIGN 

1- A To Let sign board should be placed in front of a house where there is a vacant apartment and removed after is has been rented. This is to prove that the landlord is aware and has given approval for the agent to rent his appartment out on his behalf thereby limiting fraud. 


G- ELECTRICITY METERS

1. A law should be passed to ensure every appartment in a house is either metered directly by electricity DISCO or a sub-meter aka electricity readers are installed on each appartment to read electricity consumed. Some landlords sharing electricity meters with their tenants refuse the installation of sub-meter to prevent the tenants from knowing how much electricity they consume so that they can pay less while the tenant pay more. 


H- INSURANCE 

1. All tenantable building should be insured in Lagos state to enable the landlord to access funds for the speedy repairs of the building incase a damage occurs. Damages should stop being used as an excuse to terminate tenancy. 


2. The law should make it known whose responsibility it is to pay  land use charge and other charges that has to do with the government and land matters.


AGENTS 

1. A law should be passed to insist that agents must have a licence to practice in the state from the estate agent association or governing body. 


2. They must have a registered office with a signboard containing their licence number for verification purposes, this is to prevent scam that is often associated with people in that sector. 


3. A law should be passed to enforce the payment of a total payment of ten percent fees: 5% agency fees & 5% agreement fees for the one year rent paid because some agents ask for 10% for the first and 10% for the second year even if the tenant pays the landlord one year as stipulated by the law. 


4. An agent is entitled to his commission, landlords should not intercept or covet commission which makes the agent to demand for additional compensation for his work from the tenant. 


5. The agent should be made by law to issue receipts for every business transaction. Most of them don't issue receipts for the monies they receive from tenants, right from the registration forms paid to the commission and agreement they receive. The tenant will have no evidence for that transaction if any issue arise. 


5. Agents should not receive rent on behalf of the landlord except if the agent is also the caretaker of the house and his licenced real estate signboard matches the  business name on the bank account number where the payment is going to. Payments made to such agent should be considered by law as payment made to the landlord. The landlord should be liable for any fraud. Some landlords connive with agents to defraud tenants. 


6. Agents should be empowered by the law to report landlords who are exploitative or go against the tenancy law. They should ask landlords engaging their services to fill out a form stating the condition of the building, the facilities it has, numbers of appartment and if it is not under any dispute, sale etc. 


7. They should be able to de-market a property that is not safe. I have heard of cases where landlords rent out a house that is uncompleted promising to use the money to complete it but give it to another tenant who pays more and do a refund. They rent out houses that they have sold or about to sell, houses under dispute in court, houses marked for demolition or used as collateral for loans also properties that have unnoticeable structural defect with eviction from the government for the existing tenants to vacate. Leaving tenants stranded. 


TENANTS 

1. The law should stipulate clearly the responsibility of the tenant such as caring for the internal facilities of the appartment. Some tenant damage things and expect the landlord to take responsibility all the time.  I've seen where a tenant allowed water to stay on the decking of their apartment to leak into the apartment below them out of spite thereby damaging the building. A tenant should be demanded by the law to ensure that the facility remain functional with no obvious damage but normal wear and tear. They must be made to pay for these damages or face legal actions. 


2- A tenant should be free to terminate their tenancy at any time and the balance of his rent refunded calculated from the date he vacated the appartment and not when the landlord finds another tenant to replace and pay. Some landlords lock up the appartment until the end of the tenancy of the tenant who had vacated then claimed the tenant vacated of their free will and since they didn't get a replacement to do the refund the rest of his rent has gone with it. 


3- Tenants should be obligated by law to pay utility bills especially shared bills such cleaning of within and outside the premises,  Street security, clearing of septic tanks. Most tenant don't pay and this puts stress on other tenants who are conscious of the hygiene of their environment. 


Some landlords demand that tenants should pay in advance, some times for the whole year, for the above services but end up not rendering it. 


CONCLUSION 

We are all in this together. The rising cost of living can lead to insecurity affecting all citizens. It is of no benefit for a landlord to have tenants who can't renew their rent thereby spending time and resources in court to eject the said tenant. Let us have a fair ground to ensure we are all carried along in this matter.

CANCER- TRACING THE ROOT


Cancer was classed as solely a genetic mutation disease. Looking at the biological process of cell generation and regeneration, one can see that a healthy cell suddenly mutatiing into an unhealthy state out from no where is highly unlikely except if certain unfavourable or unhealthy conditions made it to, like a state of deprivation that leads to the death of the cells. 

Tissue death doesn't just happen, especially with individuals who live a healthy lifestyle. There are people who check all the buttons of healthy living, yet they have been diagnosed with cancer although they tend to have a higher survival rate than those who indulged in lifestyles that predisposed them to cancer. 

What can cause tissue death? The answer can only be found in the understanding of how cells are powered. Tracing it from the root. How energy is generated within the body and what that energy truly is, the source and how it can be sourced and replaced. If you were a science student, you will remember what Energy is. 

An atom is the basic building block of matter, the smallest unit of an element that retains the chemical properties of that element. Atoms are composed of subatomic particles: protons and neutrons within the nucleus, and electromagnetically bound electrons orbiting the nucleus. 

The number of protons in an atom defines the element it is (e.g., hydrogen has one proton, carbon has six). The arrangement of electrons in an atom determines how it interacts with other atoms to form chemical bonds and molecules. So electrons plays a bonding role. 

Protons have a positive charge (masculine), Neutrons have a neutral charge, and Electrons have a negative charge (feminine). Note that the atoms themselves can carry a positive or a negative charge. How? By gaining or losing electrons a process called oxidation. The flow of electrons between atoms is what we call electricity. Since our bodies are huge masses of atoms, we (humans)  can generate electricity. The loss of electrons (oxidation)means the loss of  bonding quality which ensures communication between cells. 

Electrons enter the body through various natural processes. These include: 

The breakdown of FOOD during digestion, 

Absorption from SUNLIGHT, In particular, the synthesis of ATP is reduced because of the decrease in vitamin D.  Cancer patients have love levels of Vitamins D which also means low levels of ATP leading to tissue deaths.  

The direct intake of electrons from the EARTH through grounding or earthing. 

Additionally, some WATER molecules, particularly those with structured properties, can also be a source of electrons. 

Electrons are tiny, negatively charged particles found within atoms, and they are essential for life. They play a crucial role in the body's energy production, cellular functions, and even nerve impulses. Essentially, electrons are the backbone of many biological processes that keep our bodies functioning. 

Electrons are vital for the creation of ATP (adenosine triphosphate), the body's primary energy currency. Mitochondria, the "powerhouses" of cells, use electron transfer chains to generate ATP, which fuels all cellular activity.  Think of electrons as the 'currency' your body uses to pay for all its activities – from thinking to moving to repairing itself up. ATP (adenosine triphosphate) ATP stores and transports chemical energy within cells. 

Nerve cells communicate through electrical signals, which are essentially the movement of electrons and ions. This process allows for the transmission of information throughout the body. 

Tissue death occurs when there is a mitochondrial metabolism dysfunction, that is, when the mitochondria fails to generate ATP to power cellular activities in the cell, this tissue death is called Cancer. The dieing tissue becomes inflamed due to immune response and the cancer continue to spread as long as the cells are not receiving the energy they need to repair itself. This death can occur in another tissue experiencing a mitochondrial metabolic dysfunction which is called metastasis, it is seen as a spread from one site to another as if cancer is contagious but it is  a general loss of electrons that has more effects on the most vulnerable tissue. Metastasis is not a spread,  cancer cells are dead cells. Metastasis is tissue death occuring in another site as a result of mitochondria metabolism dysfunction. 

Cancer can be reversed if the mitochondria metabolism can be restored by supplying the body with the missing chemical energy from Food, Sunlight, Water and Physical activity. The body is designed to heal itself under favorable conditions and that is what the above mentioned sources provides. 

Now that we know what this energy is we can understand that the absence of the nurturing energy which binds the Spirit and Soul to our bodies through enriching foods, sunlight, water and exercise which is also a part of grounding can trigger tissue death. 

If you go back to the sixth paragraph of this article, you will see that the loss of electrons-negative charge-feminine is the issue here. If you can translate that to see the imbalanced state of our society today, you will see that the one sidedness is affecting humanity at even at a biological level. The repressed feminine, the loss of the feminine energy, the disconnection from the divine feminine is manifesting is also manifesting as incurable diseases.

Imagine being born in a state of oxidation, by a mother whose feminine energy is repressed by her environment. We have heard of cases of a baby born with tumours and cancer. From where? You may ask. It's all in the energy! The loss of electrons due to mitochondrial metabolic dysfunction a physical manifestation of a psychic state.  

One can say that only a balance between the masculine and feminine energizes can bring total cure to the myriads of unpleasant experiences mankind now face.

NIGERIAN PARTY JOLLOF-- THE HYPE



Rice is a staple food in Nigeria after bread and tea, often served with tomatoes sauce or stew. JOLLOF- rice often served in Nigerian parties became popular especially in Lagos and major cities during the late 80s and 90s, when the Togolese and Ghanians were more in Nigeria even though one of their traditional food was Kokonte a stretchy and starchy pudding made from boiled cassava and pounded till it changes form then served with really hot groundnut soup, okro and light stew with animal protein. They also ate Banku a corn meal. Their jollof rice was quite different, often boiled with the dried leaves of sorghum bicolor the red Guinea corn also known as poro-poro by Yoruba herb sellers. 

I can remember back then the two Ghanians living down our street would start selling their cooked jollof rice from 7:00am and before 10 am it's all gone, even though the quantity they cooked is around 16 dericas of rice because they have to carry the whole pot on their heads. That pot served so many people because it was sold in small portions, more expensive than the regular white rice and pepper stew sold by the Yorubas. 

These Ghanians also offered catering services for parties but people preferred the Togolese, because they were better at cooking the party jollof that we know today. Alhough the Togos were known for their mashed beans and fried dried pepper palm oil sauce called Ewa-aganyi which is now served in Nigerian parties, although they serve it as mashed beans and peppered gravy not all caterers get the Ewa-aganyi features. 

The hype about the party jollof rice all over the world is based on the unique richness of the aroma and taste also because it's from Nigeria! Even though the origin of Jollof rice is believed to be from the ancient Wolof Empire, which encompassed parts of present-day Senegal, Gambia & Mauritius. 

The technicalities involved in cooking the Nigerian jollof rice actually makes it impossible for two jollof rice to taste the same cooked by two caterers, even if they use the same ingredients.  Not all caterers can get the three features consistently. The curiosity is what makes it less boring to eat which makes guests look forward to it at parties. Some guests can walked pass Jollof rice without the aroma, some may ask to taste it first before serving a large portion. A pro knows a party jollof that passed the three test just by looking and the aroma. 

A Nigerian party Jollof must pass these three test:

1. Colour- it must look it. 

2. Aroma- It must smell it.

3. Flavour- it must taste like party jollof.

Even though some spice manufacturers have formulated a combination of spices that can help you to achieve the taste and aroma that party jollof rice is known for but it may not generate the rich and natural flavours if not used correctly.

THE TECHNICAL ASPECTS 

A party jollof rice requires precision! all the ingredients must be complete! From the specie of rice, cooking utensils, spices, the heat source and the caterers must have experience or else they will serve your guest half cooked rice because they lack the experience to correct it because it's possible to fix. 

Your Rice:

The specie of rice must be right! otherwise it will not soak up the base sauce as it should. if it is too dry, your rice will get burnt before it's done. If your raw rice comes over per boiled it will come out mashy if you add the same quantity of water that you are use to. Only an experienced caterer knows what to do to manipulate that type of rice. Long grain rice is better for party jollof rice.

Your Tomato Paste:

Although party jollof rice also gets its rich colour from tomato paste but the paste must have the right colour and freshness. Using a product that is about to expire or with dark colour can ruin the outcome of your jollof rice.

It is a must to add fresh Roma tomatoes, a specie of tomatoes that works well with jollof rice. The best peppers to use is habanero pepper because it's juicy, sweet and not too spicy followed by red bell peppers which can help to cut out the chemical taste most tomato paste comes with also serves as a natural thickener and redness to your base sauce. 

Avoid cayenne and chilli peppers if you are not a pro although they also add a good outcome to the aroma by thickening your base sauce, the seeds can make your Jollof rice to taste bitter if it's too much, it can also cause the rice to burn which is an advantage in the hands of a pro. 

Your Heat Source:

Back then it was a must to use fire wood  for the cooking of jollof rice because it provided a strong steady heat and the smoke from it also gets into the rice thereby giving it a richer smoky aroma and taste, especially if dried fire wood is used thereby limiting the use of flammable such as kerosene or plastics to keep the fire burning. Using too much of those flammables can affect the aroma or taste of jollof rice because it will get in there. 

Cooking Gas stove is now used for most party jollof but in the hands of a novice the jollof rice will be missing in either of the three basic features of Nigerian party jollof rice. In fact even in the hands of a pro, jollof rice cooked on other heat source apart from the fire wood can lose one of its features when exposed to air or kept over night. 

The Steel Pots:

Today any pot can be used for party jollof but original iron cast steel pots work best because it plays a a non-stick function that prevents your jollof rice from burning before it's done. It also insulates heat within the pot which allows the caterer to correct half cooked rice mixed with cooked rice that occurs due to imbalanced heat source, that is, there is more heat on one side of the pot than the other or the heat source is not strong or high enough enough to reach the top or centre of the rice which can make the top part to be half done. A bad pot cover can also cause this which requires a transparent nylon to cover the rice directly, to insulate the heat after reducing the heat source. 

The caterer must also know when to lower the heat source or else your rice will come out with sauce all around it but not inside the rice grain. It will look or taste like stired white rice in tomato stew. 

Wooden Utensils:

Every Nigeria caterer knows you don't use metal spoon to stir jollof rice or your rice will get burnt before it's done. You use a turning stick, this is to prevent the rice from burning also to stir up the sauce with the rice comfortably. Then the stirring gives the jollof a slight sticky texture even if you want the rice to be a grainy, so that it will mold fast when you serve it with a mold. 

Stirring jollof rice at the right time is key. 

Standard Serving:

Jollof rice can be garnished with any Vegetables that will not add any strong taste to it such as green peas, black eye peas etc. after it is done. It is served with any protein but the standard serving goes with Fried peppered chicken with vegetable salad. Some serve with beans cake aka moin-moin or fried plantains but stick with the standard, you sure need the vegetables to digest all that carbohydrates.

Despite its name, aplastic anemia, or bone marrow failure, is more than anemia. How is aplastic anemia diagnosed?

What causes aplastic anemia?

Aplastic anemia is caused by damage to stem cell inside your bone marrow, which is the sponge-like tissue within your bones. Many diseases and conditions can damage the stem cells in bone marrow. As a result, the bone marrow makes fewer red blood cells, white blood cells and platelets.

The most common cause of bone marrow damage is from your immune system attacking and destroying the stem cells in your bone marrow. This is a type of autoimmune illness, a disease that makes your body attack itself. Other causes of aplastic anemia include some medicines, such as those used in chemotherapy, and exposure to toxins or chemicals in the environment.

You can also inherit the condition, in rare cases.


How is aplastic anemia treated?

The conventional treatments for aplastic anemia may include the following:

LOWER FOOD PRICES- Peppers


Peppers and tomatoes are staples consumed by majority of the world population especially Nigeria where almost every meal contains pepper. 

Peppers and tomatoes contain rich amount of nutrients including vitamin C and A which boost eye sight and immunity. It possess anti inflammatory, anti cancer properties and other amazing health benefits. 

Imagine what the absence of these essential nutrients will do to our bodies and the pressure it will put on our health sector as sick people flood in with diet deficiency related illnesses. 


The rising cost of peppers and tomatoes in the country since mid last year 2024 has now become a norm. Pepper that was retailed for ₦200 rose to ₦1,000 last year, during the Islamic festive season, surprisingly we witnessed a sudden drop back to normal prices the very next day after the festivals. It was clear that the rise in price was manipulated. 

Now that we are approaching another Islamic festival the prices has gone up, in fact prices started rising from the Muslim fast this year 2025. 

I had an opportunity to speak with three major food distributors in Lagos all having stores at the two major food hub in Lagos. These distributors go to the farms to buy foodstuffs themselves because it's cheaper. 

They explained that there is food in the farms but the main challenge is access roads! In fact there are vehicles to move the food but these drivers charge so much due to the damages on their vehicles using these bad roads Some roads are not even accessible. Since there are no roads, access to fuel station is also a challenge. A driver can ride kilometres on bike in search of fuel and diesel. 

Apart from other challenges farmers experience like the cost of fertilisers and pesticides, the construction of roads to their farms is definitely not within their control. 

Accessible roads will also give security agents access to protect farmers from attackers. These attackers take undue advantage of the lack of access roads to launch attacks on farmers in remote areas. 

The challenge of storage is also there since there is no access to power supply or steady power supply to power storage facilities for perishables, so it is safer for farmers to get their harvests into the markets as fast as possible. 

These major food distributors also said that farmers watch their foods go to waste due to delays in taking them to the markets. Distributors who get to them have to pay more using multiple bikes to move large amount of foods to the major roads which is kilometres away, then load them into a waiting truck thereby adding to the selling prices of food. 


The distributors I spoke to looked tired and stressed, a state that shouldn't be if these stressful conditions don't exist because the selling food item is quite lucrative but the stress levels take them to the hospital often. 

The state government will do well to face this challenges because it is not beyond them to construct roads into major farm areas in the country. They should create a centralised farmer's market near these major farms with accessible roads. 

The rising cost of food in the country has led to the importation of foods and other long term perishable items yet Nigeria has all the fertile land for producing her own food. 

Imagine if the government in other countries abandon roads leading to their farm lands and allow farmers to stress then there will be food scarcity all over the world. 

Our state government should take responsibility and do the needful before things gets worse.
